ABOUT BSTC

Who We Are

  • Formed in May 2012
  • Currently recruiting a broad and diverse membership that includes large and small private companies, not-for-profit organizations and academic research institutions
    • Particular emphasis on recruiting "non-traditional" government contractors whose innovative border security technologies have not yet been captured by the Government
  • "One stop" source for capabilities across the border security technology spectrum, including:
    • Surveillance and monitoring
    • Identification and assessment
    • Targeting and intelligence
    • Communications and information management
    • Apprehension/detention/seizure/removal
    • And other border security – related capabilities

What We Do

Our mission: Execute R&D and prototyping/piloting initiatives using innovative contracting methodologies that leverage both governmental and consortia technological, financial, and human resources to meet border security requirements and close capability gaps

Our Value Proposition for Individual BSTC Members

  • Affords greater visibility into Government needs and priorities; provides increased ability to leverage IR&D investments to meet those needs
  • Creates a channel for small companies and non-traditional suppliers to identify opportunities and establish customer relationships
  • Operates through flexible contracting vehicle capable of multiple taskings with a single set of terms and conditions
  • Minimizes cash flow challenges through rapid, single-point-contracting capability of Consortium Management Firm (CMF) and advanced payments for approved projects from Government to CMF

To Join:

If your organization is interested in joining the BSTC, here’s what you need to do:

  • Note:  do NOT send in payment for membership dues with your application. SCRA will invoice for these dues once the negotiations with the Government for the Other Transactions Agreement are underway.
  • DO accomplish the following:
    • Review the Articles of Collaboration with your legal/contracts staff.
  • When you are prepared to join:
    • Sign the last page of the base document (page 13)
    • Complete the Membership Agreement that can be found in Exhibit C (pages 16-19). 
    • Please indicate on the last page of the Application (page 19) if your organization desires to serve on the permanent governance body for the BSTC (executive committee, which is described in Article 2). We will publish and circulate the election procedures and individual requirements to serve on this body following the industry workshop.
    • Note that we are requesting a one-page summary of your organization’s qualifications / domain expertise within the technical areas that will be the focus of the consortium’s activities (these areas are summarized in Article 1). We make this request so we can post this information on the BSTC web, thereby providing an avenue for promoting teaming within the consortium’s membership where it makes sense to join with one or more other members for a particular technology initiative.
    • Scan and forward the signature page from the Articles and the completed membership application electronically to the following address:  BSTCConsortiumManagementFirm@SCRA.org. SCRA will send an invoice for membership dues as discussed above.
